WhatsApp calls, FaceTime, iMessage, Messenger, email, and other internet-based apps work over data. Depending on your primary mobile provider, you can often leave your primary number enabled without data and still receive SMS messages for logins. Some providers also support Wi-Fi Calling, which can let you use your primary phone number for calls over Wi-Fi while abroad.
